DISPATCHER
Northern Plains Electric Cooperative
Based in: Carrington, ND
Purpose
Provide organized and efficient dispatching of line crews within the Cooperative’s electric system through telephone/radio systems. Coordinate line crews to provide a safe, reliable and efficient distribution system. Coordinate safety training meetings to educate employees on accident prevention, safety procedures, and loss control. This position description is not intended to be an all-inclusive list of job responsibilities and requirements.
Responsibilities
Within the limits of approved board policies, operating guides and procedures, approved work plans and budgets and specific delegation from the Operations Manager, the Dispatcher assumes the responsibility for the following activities.
Operations
- Provide accurate, courteous, efficient, and timely service in handling consumer requests and inquiries.
- Responsible for monitoring and operating TAIT radio system.
- Ability to identify, verify and dispatch outages to the appropriate crew(s) via telephone and radio.
- Coordinate & communicate planned outages with cooperative members, line crews and customer service representatives (CSR’s).
- Analyze and document outages to aid in troubleshooting and improvement of system reliability.
- Provide support and assistance to Operations, Engineering and Meter department personnel.
- Follow-up on 811 locate requests or questions called in by members, contractors, & electricians.
- Create, manage, and close out service orders for general maintenance, planned outages, or equipment change-out.
- Create service orders and maintain records as required.
- Maintain transformer inventory and PCB records.
- Assist in processing ongoing and completed work order projects to ensure proper scheduling.
- Maintain fleet maintenance records of assigned vehicles and work equipment.
- Assists in the use of the SCADA (Supervisory Control and Data Acquisition) system to identify issues to any circuits downstream.
- Prepares and issues switching orders as necessary.
- Monitor system voltages and power statuses via Outage Management and AMI software.
- Support during major outage events.
Safety
- Coordinate monthly safety meetings and maintain all minutes and required reports.
- Manage records for WSI, OSHA, NDaREC, and other various forms.
- Coordinate with NDaREC to organize in-house safety meetings.
- Participate in safety coordinator meetings and associated safety accreditation program (RESAP).
- Update and maintain Cooperative’s Emergency Restoration Plan (ERP)
- Assist with the testing, change out and record keeping of safety equipment in offices and cooperative fleet.
- Assist with annual safety inspections and safety improvement plan
Other
- Occasional purchase order receiving and material handling.
- Unload freight from trucks as needed via telehandler or skid steer.
Working Relationships
- Reports to: Operations Manager
- Works along with: Line crews, Warehouseman, CSR’s, Staking Engineers, Cooperative Members
Physical Demands
- Work performed is primarily indoors with the requirement of some outdoor work. Indoor work is typically performed in the office sitting at a desk or table. Work performed outdoors may include exposure to vehicular traffic and poor working conditions.
- Medium work requires exertion of up to 50 pounds of force occasionally and/or up to 20 pounds of force more frequently. Lifting and carrying of 10 to 50 pounds occasionally.
- Includes exposure to mechanical hazards and operation machinery.
Qualification Requirements
The applicant must meet the minimum requirements listed below to be considered.
Education and Experience:
- Previous industry related electric utility operations and/or engineering work preferred.
- Higher education degree is preferred but not required. Closely related job experience may be substituted for the educational requirements.
- Experience with NISC enterprise software.
Skills and Abilities:
- Must be organized and provide clear directions.
- Valid driver’s license.
- Self-motivated and able to organize multiple tasks.
- Advanced computer and technical skills.
- Excellent verbal, listening and written communication skills.
- Excellent human relations and management of projects and people.
